This is an original Japanese B1 public‑service / railway‑courtesy poster from JR West’s 「さわやかマナー」 manners initiative—part of the wider Kansai‑region “Omoiyari Campaign” (思いやりキャンペーン / Consideration Campaign) network. It features Ultraman on a station platform alongside one of the franchise’s most iconic aliens, Baltan Seijin (Alien Baltan)—a perfect example of Japan’s unforgettable, pop‑culture‑driven etiquette design. This is a very rare survivor, as these posters were made for short campaign windows, publicly posted, and almost always discarded.

The top-left header reads 「さわやかマナー」 with the issuing credit (財)交通道徳協会 (Japan Traffic Ethics Association / Kotsu Dotoku Kyokai) and JR西日本 (JR West). These joint “manner up” campaigns have been running since 1994, with rotating messages and visuals designed for maximum public impact in stations and trains.

The message (translation)
The bold line at the bottom reads:
