“Ghost in the Shell: SAC_2045 × Tokyo Metropolitan Police / ANTEP”, Original Japanese Anti-Terrorism Public-Service Poster 2022, Motoko Kusanagi & Tachikoma, B3 Size (36.4 × 51.5 cm) E142
“My ghost whispers to me: don’t overlook it.”
This is an original Japanese B3 public-service poster issued in 2022 by the Tokyo Metropolitan Police Department (警視庁) and the Anti-Terrorism Partnership, Tokyo / ANTEP (テロ対策東京パートナーシップ) in an official collaboration with Ghost in the Shell: SAC_2045 (攻殻機動隊 SAC_2045). The campaign poster was unveiled on 21 February 2022 and features protagonist Major Motoko Kusanagi together with a Tachikoma, encouraging members of the public to report suspicious activity by calling Japan’s police emergency number, 110. Three poster designs were produced for the campaign.
The Tokyo Anti-Terrorism Partnership was established as a collaboration between the Metropolitan Police, government bodies and private-sector organisations to promote 「テロを許さない街づくり」 — “creating a city that does not tolerate terrorism”, with public-awareness campaigns forming an important part of its work.
Poster design
A superb and highly unusual official Ghost in the Shell crossover. The upper half is dominated by an enormous close-up of Motoko Kusanagi, her violet hair and cybernetic eyes rendered against an intense dark-purple field. The upper-right copy reads 「見過ごさないでって 私のゴーストが囁くの」 — approximately, “My ghost whispers to me: don’t overlook it.” It cleverly adapts the franchise’s familiar concept of the “ghost” as instinct, consciousness and intuition to the campaign’s message of vigilance.
Across the centre, the huge white headline 「テロを許さない街づくり」 translates as “Creating a city that does not tolerate terrorism.” Beneath it, the red instruction reads 「『いつもと違う!』と感じたら、迷わず110番。」 — “If you feel that something is different from usual, don’t hesitate—call 110.”
The lower half places Motoko and a blue Tachikoma against the illuminated Tokyo skyline, accompanied by the direct English message “Call 110 for Police.” The emergency information is additionally printed in English, Korean and Chinese, reflecting the campaign’s intention to reach both Japanese residents and Tokyo’s international population.
The lower margin carries the Tokyo Metropolitan Police mascot Pipo-kun, the ANTEP Tokyo / Anti-Terrorism Partnership, TOKYO identity, QR information and the official copyright line for Masamune Shirow, Production I.G, Kodansha and the SAC_2045 Production Committee.
It is a particularly fascinating collectible because it is not entertainment advertising at all, but an officially authorised government public-safety poster using one of Japan’s most famous cyberpunk properties—a remarkably appropriate crossover given Ghost in the Shell’s long-standing themes of policing, surveillance, cybercrime and terrorism.
Condition
Near Mint. An exceptionally clean surviving example with outstanding colour saturation, sharp margins and no significant defects affecting the artwork. The deep purples, electric blues and Tokyo nightscape remain exceptionally vivid. The verso is also remarkably clean, with only extremely minor storage / handling character visible.
